For the first time in four months, the number of first-time unemployment filers dropped below 400,000. In addition to the optimistic job outlook, tech-giant Cisco Systems proved that cutting costs really does pay off. The company presented a positive outlook for its fourth quarter and shares of the company rose 16%.
